OneCity Announces their Plans to show Vancouverites the Way Home with Housing for All

VANCOUVER (xʷməθkʷəy̓əm, Sḵwx̱wú7mesh and səlilwətaɬ Territories) – OneCity today released The Way Home & Housing for All, the party’s comprehensive plan to build housing of all kinds everywhere.

OneCity is the only team this election with a plan to build the housing our neighbours want and need at the scale and ambition this crisis requires – and who will protect vulnerable Vancouverites from demoviction and homelessness.

“Vancouver is one of the most expensive cities in the world, and OneCity is the only party that has a real plan to build affordable homes on city land, legalize the homes and services neighbours want in every neighbourhood, and protect existing affordability so people don’t get pushed out of Vancouver,” said OneCity City Councillor Lucy Maloney. “This plan provides a way home for every Vancouverite, and a commitment to build a Vancouver for everyone.”

4,000 Affordable Homes Built by the City
A city-run People's Builder will build 4,000 family homes on land the city already owns: housing by Vancouver for Vancouverites. The City will guarantee loans, draw in federal funding, and put in capital to build faster and cheaper on city land. When a project returns money, that money goes straight into the next project, so every home helps build more.

In October 2025, Ken Sim and ABC asked council to create a new public corporation to build roughly 4,000 market rental homes on six city sites and extract expensive market rents from Vancouverites. OneCity Councillor Lucy Maloney voted against it, and it failed. We’ll bring it back, but this time, affordable homes for and by Vancouverites.

Small Lots & Strong Blocks
OneCity is the only party that will fix and finish the Vancouver Plan. We’ll legalize 25-foot lots (down from 33ft), reduce setbacks to five feet, and let you build a courtyard between four-storey buildings. We’ll legalize single-stair buildings across Vancouver so small homebuilders can build more house, on smaller lots, for less money. Under OneCity’s plan, four-floor buildings with corner stores everywhere and six-floor buildings with services near city centres. All these changes will make new housing of all kinds permitted – not required. No more heavy-handed planning. We’ll empower neighbours to build their communities up, at the time and scale that works for them.

A City for Renters
OneCity will bring back the Renters’ Office – this time, bigger, better, and badder than before. OneCity will protect neighbours across the city by expanding the Tenant Relocation and Protection Policy (TRPP), and cut the time to qualify for protections down to six months from a year. We will also make developers pay you if delayed construction pushes back your move-in date. And OneCity will end the ban on pets in city-owned housing and push the Province to finally end blanket no-pet clauses – because we think you should be able to both have a pet and live in a home. Wild, we know.

Welcome Neighbours Home
There’s no reason why our neighbours should be unhoused in a city this wealthy. OneCity will end ABC’s ban on net-new supportive housing. We will pair this with a new public engagement process, bolstered by OneCity’s new Office of Community Engagement, so more projects succeed. We will also create a Vancouver Shelter Standard for all city-funded shelters so they are safe and welcoming. Finally, OneCity will enact a Community Land Trust Support Strategy so non-profits get the first shot to buy affordable buildings and land when they come up for sale.

"People have been locked out of homes in Vancouver for too long," said Jarrett Hagglund, OneCity Candidate for City Council. "We’re going to give Vancouverites real housing choices in every neighbourhood. And we’ll make sure co-ops and non-market housing are at the front of the line.”

Policy highlights:

  • People's Builder: 4,000 affordable homes on city-owned land, with revenue recycled into new projects

  • Small Lots & Strong Blocks: 25-foot lots, five-foot setbacks, four-storey courtyard homes, corner stores citywide

  • A Bigger, Better, Badder Renters' Office: New citywide tenant protections after six months instead of a year, and if delayed construction pushes back your move-in date, get paid with our new Tenant Delay Guarantee.

  • Ending ABC’s Ban on Supporting House: lifting the freeze on new supportive housing, paired with early community engagement

  • Non-profits Get to Skip the Line: a new Community Land Trust Support Strategy with first right to buy

  • Pets Get to Come Home Too: pet-friendly city-owned rentals, and advocacy to end blanket no-pet clauses that the Province hasn’t yet achieved
